The EU's renewable hydrogen production and demand targets for 2030 are 'overly ambitious,' according to the European Court of Auditors (ECA) Wednesday.
'Based on the available information from member states and industry, the EU is unlikely to meet them (targets) by 2030,' said the Luxembourg-based body responsible for auditing the EU budget and funds, in its latest report on the EU's renewable hydrogen policies and targets.
The Commission was partially successful in creating the necessary conditions for the emerging hydrogen market and the hydrogen value chain in the EU, the agency said.
The EU body also recommended the Commission to make strategic choices for the future without creating new dependencies, set out and monitor an EU roadmap, gather reliable national funding data to evaluate EU funding arrangements, monitor permitting processes in member states, and decide on support and coordination actions for the hydrogen industry.
Citing the Commission's targets of 10 million tonnes for renewable hydrogen production and imports by 2030, the report said that these targets 'were driven by political will rather than being based on robust analyses.'
Noting that founding a market for renewable hydrogen requires large private and public investments along the entire value chain, the report said, 'the Commission does not have a complete overview of these needs or the public funding available.'
