Brussels briefing, March 11

The Eurogroup will gather on Monday in Brussels where the European Commission will detail on the main findings of the second enhanced surveillance mission to Greece. Ministers will also hold a thematic discussion on growth, jobs and housing markets. In addition, the Eurogroup in an inclusive format will discuss the deepening of the Economic and Monetary Union.

The Economic and Financial Affairs Council will meet in Brussels on Tuesday to review and adopt conclusions on the EU list of non-cooperative jurisdictions for tax purposes. Ministers will also hold a policy debate on digital services tax.

The European Parliament’s (EP) plenary sessions will take place in Strasbourg this week.

MEPs are due to state that the increase in China’s technological presence in the EU poses serious security threats that require urgent action to be taken at EU level. The EP also plans to adopt the EU Cybersecurity Act, which will strengthen Europe’s cybersecurity by setting up a European Cybersecurity Certificates scheme for products, processes services, and by extending the mandate of the EU Cybersecurity Agency on Tuesday.

The EU and the UN will co-chair the third conference on ‘Supporting the Future of Syria and the Region’, which will take place in Brussels between March 12 and 14. The conference will seek to further mobilize the international community behind efforts to support the Syrian people and achieve a lasting political solution to the Syria crisis. Minister of Foreign Affairs Mevlüt Çavuşoğlu will represent Turkey at the conference.

MEP’s will debate the Turkey report on Tuesday and vote on it on Wednesday. 

MEPs will vote on travel, air and road transport, Erasmus, social security and fisheries measures to mitigate the effects of a withdrawal of the U.K. from the EU without an agreement on Wednesday.

To protect European democracies from foreign actors spreading misinformation or misusing personal data, MEPs are set to introduce financial penalties for pan-European political parties and foundations that deliberately breach data protection laws and regulations on Wednesday. 

NATO will release its 2018 Annual Report on Thursday that will include the defense expenditures of NATO member countries.

 The EU-Turkey Association Council meeting will be held in Brussels on Friday. This Council, which is the highest decision-making body between the EU and Turkey, will take place after an interval of almost four years.

Turkish Foreign Minister Mevlut Cavusoglu and EU Foreign Policy Chief Federica Mogherini will co-chair the meeting. An extensive evaluation of regional issues and bilateral relations are up for discussion at the meeting. In this context, visa liberalization, updates on the Customs Union, the progress reached in the EU accession process, and the cooperation in the fight against terrorism are issues that are expected to be addressed.
