State Department offers $15M reward for information on woman, others accused of smuggling US technology to Iran
Arrest warrants issued for Liu Baoxia, 3 accomplices

WASHINGTON
The US State Department is offering a reward of up to $15 million for information leading to the arrest of Liu Baoxia, also known as Emily Liu, and three accomplices accused of smuggling US technology to Iran.
Liu, along with Li Yongxin (Emma Lee), Yung Yiu Wa (Stephen Yung), and Zhong Yanlai (Sydney Chung), "allegedly supported IRGC armaments production and sales through illegal procurement and delivery to Iran of U.S. export-controlled dual-use technology", said the State Department.
The US Justice Department charged the four individuals with various federal crimes, including conspiracy in January 2024. The State Department said the components were falsely labeled as destined for China, while they were sent to IRGC-linked companies in Iran, violating US sanctions.
Federal arrest warrants have been issued for Liu and Chung, who are now on the FBI’s "Most Wanted" list.
