Since his election victory in November, the president-elect has referred to Canada as the "51st state."
It also comes amid heightened tensions with Canada as Trump has threatened to impose 25% tariffs on Canadian goods, alarming officials in Ottawa.
In response, Canada's Justin Trudeau government announced a $1.3 billion six-year spending plan aimed at improving border security and addressing US concerns about illegal drug flows.
Trump often refers to Trudeau as "governor" of Canada in his Truth Social posts.
