In Hampshire in South East England, a man in his 60s tragically died on Saturday morning when a tree fell on his car on the A34 near Winchester.
Police are investigating whether the storm directly caused the incident.
In West Yorkshire, a 34-year-old man lost his life in a single-vehicle collision in the early hours of Saturday.
The storm's heavy rain has inundated roads and communities, with flood alerts and warnings issued across the country.
The Environment Agency (EA) has released dozens of red flood warnings, signaling imminent flooding and urging residents to act immediately to protect their properties.
Communities in the west of England and south-east Wales remain at high risk, with some areas potentially cut off due to submerged roads.
Flooded roads and fallen debris continue to pose hazards for motorists, while thousands of homes have been left without power.
A yellow wind warning remains active across south-east Wales and Herefordshire until 1 pm Sunday, with officials urging caution for those in affected regions.
Energy Secretary Ed Miliband addressed the power outages on social media, saying: "My thoughts are with all those affected by Storm Bert. For those who have lost power, my department will be keeping in close touch with the energy companies as they seek to ensure it is restored as swiftly as possible and help those affected."
