Russia, Ukraine exchange overnight strikes, causing damage on both sides

A Ukrainian drone attack damaged an oil refinery in Russia’s Yaroslavl region and a transformer substation in Rostov-on-Don overnight, while Ukrainian officials reported casualties and damage from Russian strikes in Kyiv and Odesa.

Yaroslavl Region Governor Mikhail Yevrayev said on Russian social media platform Max that air defenses shot down 65 drones over the region.

The attack damaged an oil refinery in Yaroslavl, where a fire broke out, while falling debris damaged windows in several apartment buildings and cars, Yevrayev said, adding that there were no casualties.

Separately, Rostov Region Governor Yury Slyusar said on Max debris from drones damaged a transformer substation in Rostov-on-Don, disrupting electricity supplies in four districts of the city.

Six private houses and outbuildings were also damaged, while no casualties were reported, he said.

Meanwhile, Moscow Mayor Sergey Sobyanin said six drones heading toward the capital had been shot down, without providing further details.

In Ukraine, President Volodymyr Zelenskyy said Russia struck energy infrastructure in the Sumy and Odesa regions, as well as civilian infrastructure, with damage reported in eight regions.

Kyiv Mayor Vitali Klitschko said Russian strikes overnight damaged residential and other buildings in several districts of the capital.

Klitschko noted that 18 people were injured in the strikes, with nine hospitalized.

In Odesa, Ukrainian authorities reported damage to a 19-story apartment building, with apartments on the 14th through 16th floors damaged, while local authorities reported casualties.

The Russian Defense Ministry confirmed that Russian forces had carried out overnight strikes on the Kyiv, Odesa, and Zaporizhzhia regions.

The ministry said that in the capital Kyiv and the Kyiv region, the strikes hit drone-production sites, a data center, and an energy-storage facility in Brovary.

In the Zaporizhzhia region, the steel plant Zaporizhstal and the Iskra radio-electronic plant were targeted, along with an electricity substation in the city of Artsyz of the Odesa region.

It also said Russian forces struck a dry-cargo vessel in the port of Chornomorsk that had delivered military cargo, as well as a dry-cargo vessel at sea about 11 kilometers (6.8 miles) east of Odesa that was carrying supplies for the Ukrainian armed forces.

The ministry also reported strikes on two bridges over the Dniester River near Mayaky, which were used to transit military cargo from Romania and the port of Izmail.

"It is symbolic that the U.S. House of Representatives passed the Lindsey Graham Sanctioning Russia and Iran Act on the night of yet another Russian attack on Ukraine with ballistic and other missiles and drones,” Zelenskyy said through US social media company X.

He emphasized the need for strong sanctions to ensure that all peace efforts, including diplomatic initiatives with the US, Europe, and other partners, can succeed.

“The Lindsey Graham bill, along with other strong sanctions steps by our partners against the source of this war – against Russia – is an extremely powerful tool that can stop this terrorist war and bring Russia to the point where it has to make peace,” he said.

The US House of Representatives passed a Russia sanctions bill Wednesday honoring late Sen. Lindsey Graham, sending it to US President Donald Trump’s desk for his signature.

The act would impose primary and secondary sanctions against Russia and actors supporting the war in Ukraine. The sanctions target Russian officials, oligarchs, their family members, foreign persons, as well as Russian banks and financial institutions.

The legislation allows the president to impose targeted tariffs on imported goods from countries that buy the vast majority of Russian oil or gas.

The reported overnight incidents come amid continued Russian and Ukrainian drone attacks on infrastructure and other targets on both sides.
