Palestine has become "non-member observer state"

Palestine has become "non-member observer state" at the UN. 
The UN General Assembly voted to grant the Palestinians non-member observer state status. 
Palestine's UN bid for upgrading its status to a non-member observer state was voted at the UN General Assembly.
138 countries voted in favor of the Palestine's bid, nine voted against and 41 countries abstained.
With this status, the Palestinians could join UN agencies and the International Criminal Court.

Turkish president congratulates Palestinian president

On the other hand, Turkish President Abdullah Gul congratulated Palestinian President Mahmoud Abbas after Palestine won upgraded UN status.
Gul called Abbas and congratulated him, officials said.
Palestine has become "non-member observer state" at the UN.
