MOSCOW
Lavrov said that according to the United Nations' observers, the authorities and the opposition are responsible for the killing of innocent civilians, speaking to reporters in a joint press conference in the Moscow with British Foreign Minister William Hague.
Lavrov said it was obvious that tanks and guns have been used in the clash.
Lavrov said "multiple actors" are involved in the unrest in Syria and there should be an investigation to uncover what happened in Houla.
Lavrov highlighted that the only way for the solution of Syrian crisis was the Annan plan and that Russia urged Syria for implementing it.
"However, certain countries do not follow the principles of the plan," he said.
Lavrov said that it was not important who ruled the country but the matter was to end the bloodshed in Syria.
British Foreign Minister William Hague blamed Assad's forces for the Houla massacre and said that the opposition was also responsible for last weekend's killings. Hague also said that the only solution to end the unrest in Syria is to apply the Annan Plan which is an urgent priority for the country.
