Speaking at Yangon University on Monday in Yangon, the former capital, on the second stop of three-nation Asia visit, Obama said that US was with the people of Myanmar.
Stating that the US extend a helping hand, Obama added "we knew that Myanmar has shortcomings on democracy and we support the new civil government to foster democracy."
Separately, Obama has also met with President Thein Sein and opposition leader Aung San Suu Kyi to "encourage" reforms.
Obama lifted some of the economic sanctions and appointed an ambassador to Myanmar 5 months ago, rewarding the country for progress on reforms.
Obama was expected to proceed to Cambodia after his talks in Myanmar.
