Delivering a speech in the 2nd Istanbul Conference on Somalia, Davutoglu said that Turkey was always beside Somali people.
"It is time to talk about the future of Somalia," he said.
Turkey has exerted great efforts for Somalia, he said, recalling that Turkish Prime Minister Recep Tayyip Erdogan paid a visit to the country in August 2011.
Turkey opened an embassy in Mogadishu in November 2011 and Turkish Airlines (THY) launched flights to the Somali capital in March, he said.
Somalia needed assistance by international aid organizations, he said.
Davutoglu said Turkey believed that Somalia needed a new structuring in its state.
